Using W8, I bought and installed Commando 1/2 and the games suffer from very severe bad performances. Menu and mouse and animations are sluggish.
I remember having seen these games run back in the 90's at a friend's, and I know that not how they are supposed to run...

Any suggestion?
Same problem here. I have Win10 and the performance of comandos is very bad.
@win7 it runs perfect.
I ended up using DxWnd to fix performance. It's a program used for windowing games, but it also has a fullscreen option (that still does the performance fixing magic).

dgVooodoo2 might be an alternative, but it requires disabling vsync.

Hi i tried using DxWnd like you suggested but what exactly did you do to increase its performance in the modify options ? I have the sluggish/staggering map/mouse scroll like the OP and its to the point where i feel like im getting nauseous/motion sickness. This program has alot of options i dont know where to begin since it doesnt have a pre made exported file i can use for "Commandos 1 : Behind Enemy Lines"

Can you or someone help with the mouse scrolling because im getting really awful from it after just a couple of seconds like im about to get a seizure.
Obviously this is a little old... but it could be related to VSYNC or more specifically GSYNC/FreeSync if you run that.

Otherwise I don't have any ideas.

Try turning those off and setting the game/monitor to run at a Fixed Refresh rate instead.
