Well, I have Combat Mission: Barbarossa to Berlin (CD version), but the engine is the same as CMBO and my son has CMBO anyway, so...

Thanks to the link by Corpuscle here, and also using dgVoodoo, the game now works great without stuttering and looks fine.

However, fog is completely missing no matter what I do. :(

We have been searching and searching on Google with no answer as to how to fix it. I've tried emulating XP in a virtual machine but Direct3d 7 wouldn't start up.

Has anyone managed to find a solution to this problem, other than using an old graphics card?

I mentioned the issue on the dgVoodoo forums, and I was directed to the latest experimental release for DDrawCompat.
The latest release includes a fix for the fog, which I tried out just now and works fine!

The latest WIP version of dgVoodoo now includes a fix for the fog as well. http://dege.fw.hu/temp/dgVoodooWIP36.zip
You should pick one of the GeForce or ATI profiles in the dgVoodoo control panel to get the fix due to it being a driver issue rather than a DirectX compatibility issue.
