I was going to buy the base game and Battle Pack #2, but then I heard ALL prior dlc were required to play Battle Pack #2.

Is this true? Can someone confirm?

I looked on the store page and it showed only the base game as required to play.

I was wondering the same. On Steam page it says all is required.
