Esto le ha pasado a más gente y se debe muy seguramente a la traducción del juego. Colonization no se diseñó pensando en las localizaciones y las versiones en idiomas distintos al inglés tienen bugs inesperados. El usuario mitoni36 en este post https://www.gog.com/forum/colonization_sid_meiers/founding_fathers_bug/post5 colgó un par de archivos modificados que podrían solucionar este problema. Otra opción es jugar a la versión original en inglés que no tiene este fallo.

This has happened to more people and it's very likely caused by the game's translation. Colonization was not designed with localizations in mind and any version in a language different to English has unexpected bugs. User mitoni36 in this post https://www.gog.com/forum/colonization_sid_meiers/founding_fathers_bug/post5 uploaded a couple of modified files that might solve this problem. Another option is to play the original version in English, which doesn't have this error.
