I'm using the mac version. I used to love to edit the names.txt to change trading dynamics and royal university prices. Obviously I made a backup copy just in case. I tried to do it to the gog version and saw that its locked. Is there anyway to edit the file? Or is that in violation of something?

Not a violation of anything since you are doing it for yourself. I have the PC version and none of the files are locked. But I know absolutely nothing about Mac's

Change file permissions, then edit it.

I just downloaded the game onto my PC, but I can't find names.txt! Where is it hiding? Not even a file name search located it, is it no longer in GOG's version?

It's in the directory that contains the game files. Not sure where GOG installs the game (I'm on Linux so I prefer to extract the files to manage them manually) but you should find a directory MPS\COLONIZE in which you'll find NAMES.TXT.
