All 3 classic CC games have the same problem: even when I set "map scroll speed" to "slow", on my computer (AMD FX x4, GT 1050ti, Win 7) the map scroll is so fast that it simply jumps from one map border to another...

The only way to play is to use keyboard scroll, but that also is super fast, and I have to barely tap the arrow or else the map scrolls too far away.

Without a map scroll these games are sadly unplayable. Trying to just tap the arrow keys gets annoying really soon, as the fighting cannot be controlled if you just scroll up and down so fast...

Any suggestion how can I request a fix for this issue? Or how did it works on your PC?

I've tried on a crappy Intel laptop and the mouse scroll has the same issue, just the keys are a little slower....

I haven't solved the issue per se, but I'm playing Close Combat 2 (vanilla one, from original disc, rather than GOG version) relatively fine after setting a custom widescreen resolution (1366x768). Firstly it slightly slows down the scroll (perhaps due to increased rendering), thereafter in most maps you won't need a lot of fine scrolling. It would go even easier on higher resolutions, but I'm playing on just 12.5" laptop.

As for the instructions on how to set widescreen resolution, look here: http://www.closecombatseries.net/CCS/modules.php?name=Forums&file=viewtopic&t=8247

Some have reported using tools such as CPU Killer or a special launcher for CC games, but I haven't tested those.
