If anyone finds a solution, please post it! I'm going to play around with dgvoodoo (doesn't work so far) and compatibility settings.

Yes it locked at 25FPS in gameplay and FVM's. FPS uncapped at menus.
And my guess, gameplay speed is tied to frames, and having more fps probably gets super speedy mess.
