Does this version of the game come with the level editor?

Yes, it does. It's included in original DOS version folder, has .bat files for easy launching.

There are a few maps, including a 4-level pack called The Cursed Land, available on ModDB for DOS, PanzerChasm and for the Remaster

Other than that I'm afraid either almost no one bothered mapping for this game, or the previous files are lost, I haven't found much.

Do note the DOS editor is notably unstable and can crash for virtually anything, that making maps for DOS, Panzer and Remaster all include different tweaks and that even with the PDF provided in the installdir of the game many features are badly documented or unintuitive.
