Hi, in case anyone wishes to do mods for Chaser, here is a link to the Chaser downloads page on ModDB. Included is an editor (and patch for it), a program to open .fs files, a pack of all the models used in the game, a path builder (for setting up where NPCs can travel the map when chasing Chaser), and some example maps for new modders.
