This posts offers my solution, in many parts derived from other solutions on this Forum -- thanks to all problem-solvers!
I bought the game and it refused to launch: nothing happened. I came to this Forum and learned that the game will only run in a 16-bit desktop-color environment.
STEP #1 > Change your desktop to 16-bit color.
The game then launched, but the hourglass kept spinning on a central black screen. I did some more research on the Forum and found this solution:
STEP #2a > Go to C:\Windows and find the regedit.exe program. Make a copy of it, to be safe, in case you would want to revert to the previous, functional Registry.
STEP #2b > Launch the Registry Edit program. When inside, go to : HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Stick Man Games\Chaos Overlords\1.0\prefsFullScreen and then change the value of prefsFullScreen to 0. Exit the Registry after saving your modification.
STEP #3 > Right-click the Game's launch icon. Go to the shortcut tab, and at the Run menu, select Maximized. Apply your change and exit by clicking OK.
I then launched the game, but it appeared as a small square at the top-left of a black full-screen window. I then did this -- my only personal contribution -- and it worked:
STEP #4 > Right-click the Game's launch icon. Go to the Compatibility tab, and in the Settings section, select the 5 items in the list with a checkmark. Apply your change and exit by clicking OK.
That worked for me. The game launched as a big central game-space on a full-screen window: perfectly playable, but with a slightly grainy visual appearance -- not a significant problem. I am very happy to be able to play, in 2016, a game that I originally enjoyed in 1996 -- I still have the game's box, CD and manual.
What my solution does not fix is the looping single-track music. The "LanceCrossfire" post, on the Q: Soundtrack Issues? thread, offers the only known Solution. It has worked for me.
Also, if you have a Logitech mouse -- which is not my case -- you should consult the forum posts pertaining to issues with that brand of mouse : the solution offered being to close the setpoint.exe program prior to launching the game.
