does carrmegeddon 2 have cop cars if so how do I unlock them?

Carmageddon 2 doesn't have cops like in Carmageddon 1, there is one late mission that involves destroying cops that chase you and there is a policecar but that acts just as a regular opponent.

I hated that mission. If I remember you had to take out 10 or so cop cars in a certain time.

I need to go back and play that.

There are a few shit missions, namely that and the air traffic controller one, but they don't do enough to take away from the overall magnificence of it.
