In the Carmaggedon Max pack, are these file pairs below merely renamed CUE / BIN file pairs for Carmaggedon and the Splat Pack respectively?

No, it's not a full dump. If you look at the cue sheet (the .DAT file), you can see that the audio tracks are stored as compressed Vorbis audio files in the MUSIC subdirectory, not in the original Redbook format as part of the image.

I also couldn't find a Redump CRC match for the data track with the .GOG files, so maybe there are some other modifications.
