it only works for carmageddon 2, ive set it to carma 1 and set up the save file but nothing works

Are you sure you have pointed to Carmageddon *DATA* folder?
Is game installed in folder which doesn't require administrative privileges?
(Program Files may be wrong place)
Go to menu "Settings"->"Show Paths" - you should see *proper* games paths both end with *DATA*.
If not set the correct path/s (also in "Settings" menu).
Is C1 mode active?
Press Shift+F9 to switch active mode (C1 / C2).
Is game installed in folder which doesn't require administrative privileges?

Have you tried using the Dosbox Keymapper and just eschewing all the software?
