I remember that Caesar 2 got a Win 95 port along with IndyCar Series 2 - another game published by Sierra. I wonder why it isn't available on GOG.

Maybe because it doesn't run? Windows compatibility is very poor across Windows versions, especially for older games where no standard dll wrappers can be applied.
