When I try launching Caesar 3 it just goes to a black screen, then a smaller black screen, then goes away completely. How can i fix this? I can't start the game at all.
Specs please.
I have Windows 10

Processor Intel(R) Core(TM) i5-7200U CPU @ 2.50GHz, 2701 Mhz, 2 Core(s), 4 Logical Processor(s)

I've tried running in a different compatibility mode but none of them have worked so far.

Have you tried running it as Admin? That fixed it for me. Go to the .exe and select properties, then run as admin.
For people who try "Run as Admin" or who tinker around with "Compatibility" settings and still cannot get this game to run on Windows 10 (as was the case with me) here was my solution.

1) Download DXWnd from here.

2) Unzip the contents of the downloaded .RAR to any folder you wish.

3) Inside that folder you will see dxwnd.exe. Run it.

4) Once the program is running right click in the window and select Add

5) Fill in the Name field with any identifier you want.
(e.g. Caesar 3)

6) Fill in the Path field with the location of your Caesar 3 executable file
(e.g. C:\Program Files (x86)\GalaxyClient\Games\Caesar 3\c3.exe)

7) Modify the Window Initial Position and Size field to suit your fancy.
(e.g. X=0 Y=0 w=1366 h=768)

8) Optionally select the Desktop Center setting. Not required, but it looks nice.

9) Make sure Run In Window setting is checked.

10) Click OK

That's it. Try running the game from within the dxwnd client, from the shortcut on your desktop, or through the GOGGalaxy client itself to see if its working.

P.S. If you are experiencing looping music during game play download IndirectSound from here. It is a small .zip file which contains a file called dsound.dll. Copy this dsound.dll file into your game's installation folder (e.g. C:\Program Files (x86)\GalaxyClient\Games\Caesar 3\c3.exe) and it should resolve the issue.
