Look, I'm having a fit. If that bothers you, move on and don't read this.
I'm screaming and smashing furniture here.
I don't like the overlays in this game. They don't tell me what I need to know. I DON'T CARE that a zone has the potential to be supplied with water! I want to SEE which specific houses lack access to water.
I want a "zone of influence" fog to emanate out from each type of building, showing coverage. If I have to read one more time that a house cannot evolve because it lacks access to water, or access to a market, when both are VERY close by, I'm going to SCREAM. (and YES, the market if FULL of workers!!)
Houses less than THREE SQUARES AWAY from a working fountain are reporting as "too far away from a clean source of water"??????WTF!
WHAT DEFINES ACCESS??????? I 've got EVERY HOME connected by road to food, water, temples, and tax men. But again and again and again and again I get the report that they "lack access"!
People complain that they want a temple "in their neighborhood". WHAT defines a "neighborhood"?????
WHERE IS THE CHART that show the INFLUENCE RADIUS in number of squares distance of EVERY type of structure??????

Did you RTFOM?
Buildings do not have a radius of influence. Instead they generate people who walk around and do their jobs: prefects and engineers who inspect buildings, priests who give out blessings, market sellers who sell food/pottery/whatever, and so on. Unfortunately, they all move semi-randomly and some houses just get the short end of the stick from time to time. They'll yo-yo between stages (say, villa and insula) at the whim of the random numbers.

Fountains and wells are pretty much the only buildings that give their benefits within a radius, but I don't remember how wide that is. The Water overlay shows which houses have water. For everything else, you go to a category and select that building (say, a bath house) and it'll show a little pillar representing access and the bath attendant(s) wandering around.

Some of the most skilled expert players of Caesar III and the later games in the city building series lurk around there...
There are no zones of influence except for water. Every other service is provided by a worker walking down the road past the house. When the market lady walks past a house, that house acquires food and other goods; she will walk until the market's supply runs out, then she must walk to the granary or warehouse for more supplies. Possibly the most important aspect of the game is laying out the roads properly in order to have people walk where you want them to.
"Neighborhood" in the game simply means somewhere reasonably close. It's not any kind of discreet section or measurement.
There is no chart that shows influence radius because the game does not work that way.
