And I'm not talking about EDuke32 alone, I mean the package that replaced the 2D sprites with 3D polygonal models and the custom textures like the better looking magazines and calendars and the "Nobody steals my chips, and lives" on the computers.

I don't think bloods source code was ever made public so I don't think anyone was ever able to make a HR pack like they did for duke.
As Ralackk said, Blood's source code was never released, so any attempts at a hi-rez package would be limited to the capabilities of the Blood engine ie, limited image dimensions & color depth, map size, etc.
There are a few Blood port projects in the works that could support hi-rez materials. The more well established projects are (listed by age): Transfusion (a DarkPlaces Quake port), zBlood (a zDoom port), Blood II Resurrection (a Lithtech port), Blood Source (a HL2 port), Hypertension (another Doom port) and C2G (an eDuke port).
I'm not sure any of them have gone out of their way to really explore a truly hi-rez treatment yet.
