i tried the guide on steam but did not get anything out of that. how do i get it running on lan?

Not, knowing the guide on Steam, what have you tried so far?

the client fails to connect. its gets stuck on connecting, then it says failed to connect. no response from server. i double checked the ip adress and that checks out. they can connect in other games and share files over lan. the first time i tried your guide, the client was actually found by the host but, when i tried to start, the client dropped.

just for fun i tried to set up the other pc as host and then it worked.

That sounds like a firewall configuration issue. When you setup Windows and connected it to your LAN, you may have told it to disallow network discovery. Just do a search for "How to Turn On or Off Network Discovery in Windows" or something similar and check your settings.

I'm glad you got it working from the other PC though.
windows firewall does not even know of it and directly blocked it. i could not directly tell it to stop and it did not appear on the list. i had to manually add it and i did the same thing on both pcs but, only the windows 10 pc is able to be used as host.

You could temporarily turn off windows firewall and see if it allows connectivity, then you would know for sure.
