Darucas: I've tried something for Shogo which has been posted on its forum, and given Blood 2 is built with the same engine, it should do:
add "+windowed 1" in the command line field (under "Advanced", from the Launcher), and check "always specify these commands". Re-launch everything if needed. Shogo doesn't work well in a window for me, but the command works anyway.
As to the fullscreen issue, your graphic card may be applying a scaling option. I can't be specific about the menus here (French language for me), but you should find a display/scaling option somewhere in your driver. You should get the choice between three parameters (unscaled, scaled and keeping aspect, and 100% scaled, which indeed produces tiny displays in low resolutions). If you are running the game on an Intel HD card, it may not have an option as such if you don't change the desktop resolution - but there is a shortcut, search for it in the driver (options section??). It should change the scaling or allow to change it once the game is launched. Beware though, I've seen games not liking this process, restart them to clear any bug and you should be OK.
The scaling issues I fixed, except for the menus (which is normal), but the game gives me a numbered error message "Unable to set video mode" when using that command line.
