As to be expected from a new OS. Should've stayed on 8.1 or whatever you had earlier.
You should NEVER switch to a new OS when it's fresh. It's bound to be full of bugs and programs not working as intended or not at all.

Robco101: That's not the point of this post. If I really wanted to, I would've just gone back to Windows 7 64bit Pro on a dime. I did that before, but realized that if nobody is going to adopt the new OS. MS will eventually find a way to screw us out of using our older operating systems. So I'm actually taking the time, to look through the evidence and examine the system. Even go as far as coming up with tweak solutions that would allow people who migrated to this OS to run their older games and applications to some extent.

Here's the rundown of what I have so far.
1. The reason why anything older than DX9 is running finicky or not at all is because a majority of the DLLs and extensions to the DX12 API is missing a lot of functions just to expedite the launch. Many of these extensions are place holders, but the core functionality is currently dedicated to DX11/10/9 and future DX12 games. This means they are likely withholding and tuning those extensions for the next update. So, it's not so much as a bug, it's just missing/barebones gears in the machine that are giving it partial functionality until later updates or service pack 1.

2. Regardless of whats happening above, a majority of my library still works. 89% of over 700+ games ranging from Dosbox based collections to DX9/10/11 games. That's still pretty damn good considering this OS is missing a lot of it's legacy support. Again, this was likely done to insure stability during launch day. Keeping the simple folk happy.

Your welcome to wait as long as you can till this new fangled gizmo meets your specifications. I myself will double back in the event MS decides to abandon legacy support altogether. That's less than likely because a lot of large number of corporations and businesses depend on older applications to run their infrastructure. If they so much as axe that compatibility then MS is going to end up bankrupting themselves! So there is some hope.

But hey, I just want to play my good old games too!
If you research this forum a little, you'll discover several threads dedicated to the problems of directX8 and below being emulated on newer OSs. Win10 beta has even had a few honorable mentions here or there. All we can say for certain is that dgvoodoo2 offers a tenable solution for some, while most fans of old lithtech games are keepingan eye on progress concerning william feely's dxgl wrapper.
