I've downloaded the Realism Mod V4 I think and it says to put it into the Data Folder. That's it. I've done that.

Inside the game it doesn't show up under Mods, how do I know it's activated?

Well then it isn't installed when it's not shown in the mod folder^^'
All the mods I've got (mods for Blitzkrieg 2 Fall of the Reich) are in the Run folder. And there you have to creat a new folder called "Mods" (spelled exactly like this) and there you put all your mods. Now it should be shown ingame under Mods where you can actived the mod:)
Well it worked for Blitzkrieg 2 Fall of the Reich....maybe it works for u too.
