NEVERMIND!!!! The game can be finished after all. Turns out that number 2) was the cause of the block. The wizards were not bugged, it's just that 2 of them require you to give them an artifact through some other means BEFORE you ask for the fragment. Like giving them an artifact in exchange for information or spell. Had to look up a playthrough online. There might have been hints in the random scrolls you sometimes find on the ground, but I initially disregarded them as random bits of lore before reading the manual and finding out they are probably important clues. But didn't really want to restart the game because of it (already spent several hours in it). Anyway, the east wizard requires you to first give him the helm and only then can you ask for the fragment in exchange for the text. The 2nd wizard that's like this is the one closest to the left of your tower. I gave him the hummingbird and then he gave me the fragment in exchange for the crystal.

Also fortunately, the master wizard will complete the tablet for you even if you spend all the wishes. The video I watched claimed you needed to have a wish left. So number 1) is not an issue (luckily).

As for number 3), just make sure you turn in the sun amulet last.

Really glad it could be finished after all. Added some screens, what my inventory with all the fragments before the final boss looked like and the victory screens.

Seems there are several way to lock yourself out of finishing the game, essentially forcing a complete restart. Just happened to me and I'm not going to play through the entire game again.

1) If you ask the master wizard for all three wishes, you can't finish the game. Apparently, you need him to complete the talisman once you gather the 7 pieces. Nothing in the game points to needing the wizard to complete it. Funnily enough, this is not what stopped my playthrough.

2) The wizards seem somewhat randomized and it seems you can get an unwinnable situation. I can get only 5 fragments no matter what. 2 of the Wizards do not accept any artifact for a fragment. I haven't found one artifact, but as I have two Wizards that refuse to give a piece, even if the missing artifact is one that would net me a fragment, I would still be missing one.

3) If you give the northernmost wizard the Sun Amulet, all the other Wizards will no longer talk with you, essentially bricking the game. This one is pretty obvious and there are even in-game hints for it, so it's acceptable and easily salvageable by loading a save.

Kinda sucks, the game is pretty nice otherwise. But disrespecting the player's time is the one thing I cannot excuse. So just beware if anyone is planning on giving this game a try.
