I can't find option to turn subtitles on.
Maybe there isn't one?

You can download the fan made subtitles from the ScummVM site, in the Games section here:
https://www.scummvm.org/games/#bladerunner
Download the zip file, and extract the contents into your Blade Runner game folder.
The subtitles are the SUBTITLES.MIX file.
Launch the game again and you should see subtitles in-game. The option to enable or disabled will appear in your KIA options screen too.
