goatman455: Figured it out but this one is TRICKY!
(Should still take less than 5 minutes even if you don't know what you are doing at all)
So, you have to launch the game, then press "ctrl-F5" This will bring up the ScummVM menu. From here, quit to launcher and "edit game" on the first entry (Blade Runner, NOT the restored content one). Go to the graphics tab and choose override global settings, now choose, "fullscreen mode" and set "stretch mode" to whatever you want ("Stretch to window" will fill the screen).
Now say ok, and quit the launcher, the game will end, but as happened to me and may happen to you, the cloud saves won't sync and galaxy will think the game is running.
At this point either reboot your system (My advised method)
or
If you want to manually shut down the open processes press "ctrl-alt-del" and choose "task manager" then "more details" at the bottom of the little window that pops up (if it says "fewer details" you already did it previously, so continue on).
Now that the window is expanded you have to search for any open galaxy tabs that are ScummVM or blade runner and "end task"
When you have ended all the appropriate tasks, either through rebooting or manually, the game will function as normal, but will be in the aspect ratio you chose. Have fun!

Its not really that Tricky.
You could do all that or you could navigate to where you installed Blade Runner and just edit the file called project_nov.ini
You can open the ini with Notepad, then add the following under the [scummvm] section on a new line:
Then save the changes and the game will stretch to your monitor. If you want to remove the changes then just delete the line for stretch mode.
