in blackwell games the mouse move slow and its not reponds well how do i fix it?

You could try to change the sensitivity of your mouse to see if that helps. You can change that in your Control Panel under the Mouse menu.
Are you playing the game from GOG, Wadjet Eye's website, or Steam? I don't know if that would affect things, but if the mouse sensitivity doesn't help, and the game itself isn't lagging, I'm not sure what the problem is.

While I know this was a issue report quite a while ago, it looks like others have solved this issue that can be seen here
In short: check and recheck "enhance pointer precision." within your mouse settings
or if you have a Logitech mouse, others have reported uninstalling Logitech setpoint software
EDIT: The mouse speed improves for me by just disabling "enhance pointer precision"
