Because of one of the following:

1. EA(who owns the rights to Origin's Catalogue) does not have said version for example: a copy of said version is no longer in their possession, the masters for said version were destroyed after production has ceased or the masters have deteriorated to the point where they are unusable and no retail copy of said version can be obtained.

2. EA does not own the rights to said version,often versions for other markets were/are handled by outside parties or the translation work was done by outside parties and so in order to get those a deal would have to be made with them

3. Said version is owned by EA and they still have a copy on record but have not handed it over to GOG

4. Said version is possession of EA but their legal team can not verify they have the rights to said version.
