I know this is an old old problem but as most of the suggestions did sweet FA for me, thought I'd offer a suggestion that works.

Simply google fps_limiter_0.2.rar and unzip it anywhere you want on your computer. Run FPS_Limiter_GUI.jar and point it to the BGE.exe and tell it to run at 60 FPS, then click create bat. A BGE.exe.limited.bat file should appear in the same folder as where you added the limiter (for me, I put the folder in the main BGE folder.) Click the bat and the game should start up.

You'll know if the limiter is running if you see green words up in the corner of the screen telling you what the new FPS is. The game should now run at a normal speed and the audio sync issues should go away too.

You always have to use the bat file instead of the normal exe to have it run at the proper FPS.

Hope this works for you. And GoG team, I'm kind of disappointed that you guys could add such a simple fix to this excellent game. I almost gave up playing it until I remembered the limiter.
Thanks, this stops my BG&E cutscene audio from being slightly out-of-sync. I'd just like to add that when you can make the green in-game FPS counter disappear by pressing F10.
how do you get it to work? every time i try is says that there is an error on launching the .bat file. i've tried all the other suggestions around the web and none of them seem to work. also someone said that there is a gog wrapper that is supposed to fix the issue. how does that work?
likewise, i get a startup error whenever i try to use the bat created by fps limiter.

any ideas?
