Do they mean with release date 28th of May the in development release?
Or is the game just about to be released and was in development for some time now?

I watched the Twitch stream yesterday and it looks really good. Apparently after the prologue the game is less scripted and you can free roam?

The game is in in-dev release. After the prologue, you can 'start campaing' from the main menu, then you create a captain, pick a ship and some weapons and go do whatever you want. Some systems (as in planetary systems) only get unlocked with story progression.
