It is a known
glitch from way back when

To fix, simply download DXVK, and place the d3d9.dll in the game directory>Binaries>Win32

Might get a few stutters in the beginning but it shall pass

This solved the issue for me, on Steam and with a nVidia card to boot. No stuttering either. Thank you! Lowering the graphical settings was a hassle.
