Hi, I think, that I understand what problem you described (strange man in cloak). After update_ver_1.0.610 this type of citizens was spotted in the game and it really has black aura around it, but after update_ver_1.1.701 Devs patch this unit and it don't have black aura around, So, yes this bug/glitch was patched!

Hi, what version of game do you play, maybe you need to update it? Last version of Beat cop don't has any critical bugs/ glitches for me. I've finished game completely with no issues.

I don't remember what version game was, but there was no updates to it at thowse time. OK, I upfated BC to latest version and there is no black box people at city, at least for first sight :)
