Do I need to restart the campaign to see the urban maps?

No, just open the star map, and use the new filter to find star systems that possibly have urban biomes, then look for contracts in those systems and check the biomes for each contract until you find some urban ones.
Your existing campaign should work fine, unless you have trouble with a certain problem relating the ownership of the aurigan reach area from the campaign, this problem is sort of partly fixed already but a real patch to fully fix it is coming next week or something.
