Ever since first hitting 50 morale, every single financial report I find the game has set my budget to 'Generous'. I set it back to Normal, continue, and by next financial report it's Generous again. What gives? This is really making it tough to build up a cash reserve.
Never messed with that just left it at normal the whole time. I did do all the Argo morale updates.

I experienced that behavior in my first campaign, back when the game first released. It was driving me crazy, happening intermittantly (not every single cycle, just ofen enough to surprise me every time). I finally swore to myself that I would kill that bug at all costs, and started recording my entire campaign with the NVIDIA game recording tool (shadowplay). That way I could provide evidence to go with my bug report.

It never happened again. :/

Heh. I guess that means that (with sample size = 1) turning on shadowplay recording might be the solution. You never know.

I had that issue also and half-blew it off. Keeping your number of active mechs and warriors low helps a lot. NOT upgrading the Argo all the way is a key to building your cash supply. You have to pick what you want and go for it. Be good to your warriors, or be good to your wallet? 6-8 each mechs & warriors should be the absolute max you keep active. That allows you to have something in the repair bays and to have a couple in the hospital while still running missions. Mod your machines while in transit between worlds to avoid waiting for machines to ready while your warriors are ready to drop. NEVER hire a full company of warriors thinking you will be able to us them all.

Just reset to normal each time it boosts you to generous.

Run all the missions on a world before moving to another world and incurring more transport expense (and down time from missions where you still have to pay upkeep). Use the free transport options to move to new locations as much as possible. Save before heading to an area blind, in case you cannot find good opportunities there.
I actually had the opposite happen, where I selected normal and it was actually "reserved" or "restricted" or whatever the first step down from "normal" is.

Haven't ticked over the month yet, but will reset to normal when I do and just enjoy the added C-bill buffer.
