When you finish Riddler's side mission, you find his location and give it to the GCPD. They then go to where he is and arrest him. What exactly did Riddler do to get arrested? I don't remember him killing anyone or committing any crimes. The trophies and riddles were a pain in the ass, but that's not something you can get arrested for.

Listen to his interview logs: He was imprisoned prior to Joker's uprising, so at least he's on the run. Also, he had commited enough crimes in the past to make him a convict for life, I think (multiple murders at least)
