I cannot get resolution to change with this game at all; if I set it to a lower resolution it doesn't matter; the launcher settings don't seem to apply ever.

This may be due to a Windows security setting, specifically controlled folder access. It stops programs from accessing a number of folders, including My Documents and anything in AppData, breaking many games' ability to save data there, like save games and settings.

You can either allow programs through manually (if you have a lot of them, this will be annoying), or turn the setting off completely (this will be less secure) by going into Windows Security, selecting Virus & Threat Protection, then Ransomware Protection, and either turning Controlled Folder Access off, or selecting 'Allow an app through controlled folder access' and adding the program's executable file.
