I remember that was a big no-no back when the game launched but I was wondering if there's been any developments since then, be really nice to get the fancy car smoke working now that I have a card that can handle it (probably).

You can enable advanced PhysX stuff with Radeon, but the PhysX features will be calculated by the cpu - usually resulting in a big performance hit.

I'm not sure that's related to the smoke effects and whatnot but I want to try it, how can I do that?

For Arkham Asylum & City (the ones I tried), just flip the PhysX setting on. The performance hit will be big, though.
