I was having trouble with mods, Banished just didn't see them. Based on what the Shining Rock and others said it seemed that you should put the pkm files in: c:\gog games\banished\WinData

However, you should actually put them in: c:\gog games\banished\win64\WinData (or win32 if you somehow use that).
I've played many hours of Banished with mods in the Banished\WinData folder. For whatever reason, the game decided to stop seeing the mods in that folder. I copied all my mods to Banished\Win64\WinData as well as Banished\Win32\WinData, so now I have the mods in all three of those folders. It worked and now I can load my saves again.
I believe this is a consequence of updating Banished from 1.0.4 (or earlier) to 1.0.6. Anyone installing Banished for the first time at 1.0.6 (setup_banished_2.5.0.9) (or who removes their older Banished folders first, as I did) will not have a Banished\WinData folder at all.

What if my directory doesn't have a Win64 folder? Should I create it and move/copy the contents of WinData into it? Or will that mess up my install?
eVinceW21: it looks like the Win32-Win64 folders idea didn't work very well because 1.0.7 (which is what we should all be on now) doesn't have those folders. We are back with just \Banished\WinData so I'd say put mods there. Don't create Win64 or Win32 if you don't have them; and if you do still have them after upgrading to 1.0.7 then get rid of them (after rescuing any mods you have there).
Thank you, Rsimpkinuk57. I was confused about what state these folders exist in on the current version. So you cleared that up.

I still can't get mods to affect my current game. I suspect the mods I have may only work for new games. But I know that I have the mod files placed where they should be now, and I can get the mods to appear in the mod menu with no highlighted incompatibilities and enabled, but the changes they're supposed to make to the game still don't happen.

I have yet to test to confirm if they affect new games.
