Every time i bring the horn to Saemon he accepts it, then everything goes black and we reappear at the edge of the room. We go through the dialogue as if we are stealing the Pirate captain's ship, but when i exit the tavern and go down to the ship, no one is there, and i can't leave, how can i fix this, and if i can't, how can i make it to the shark city?

Some people have had success in fixing this by going through the conversation, then down to where he is supposed to be and summing him with the console.

Then once your where he is supposed to be, and the console is active, try entering
CLUAConsole:CreateCreature("ppsaem3")
I had the exact same trouble: managed to get the horn, couldn't find Saemon on the docks. Using the console command spawns the "correct" Saemon to continue the game.

If anyone has this problem again (or a related problem when the Githyanki don't spawn in the Docks when you refuse to give what's-his-face the Silver Sword and you get stuck in cutscene mode indefinitely), be aware that it's very likely to be a problem related to the Widescreen Mod. The game handles "spawn off-screen" instructions pretty inelegantly when there's no off-screen to be found. You can get around these problems either through spawning the correct NPC via console (for the Saemon case only), directly modifying the creature scripts (not advised unless you're really interested in the guts of the game), or temporarily setting your resolution using the Widescreen Mod to one supported in the default game. Obviously once these scenes are over you can set your resolution back.
Now I'm not able to modify the Baldur.ini file, any idea why?
