I just use the arrow keys otherwise you have to find that one pixel along the side of the screen to pan the camera
I've found you still need to move your cursor to the very edge of your physical monitor size. Bit of an overkill that one!

Yup, and that one has been a problem ever since I began using two monitors a few years ago, since the game only takes the main screen into account, even it its window is positioned on the other screen. To scroll right the cursor has to be on the exact rightmost pixel on the left screen (left is my main, right is secondary) without going even one pixel to either side.
You can scroll with the numkeys if you want to, although it feels less 'natural' than scrolling with the mouse.

I had the same problem, couldn't scroll with the bottom of the screen (it didnt appear on my physical screen).

I maxed the scrolling speed with the mouse and now I simply abuse the corners of the screen. Works well with me.
I use vmware player and a multimonitor setup to solve this problem.
I install windows xp and baldur's gate in vmware.
then i set my second monitor to a resolution of 800x600 in which i put the vmware window.
vmware takes care of grabbing the cursor. that's all.
Using the num keys works good. Make sure the NUM LOCK is on. Then increase the keyboard scroll speed using the Baldur's Gate in-game options. I think it might actually be easier than scrolling with the mouse

In my Ubuntu copy I couldn't do fullscreen without the sound being bugged. No idea why. That's why I windowed it. It's not a perfect solution, since it's afterall windowed and I'm seeing parts of the rest of the screen.

I do have a Windows XP partition, lucky for me! So I'm not stuck on Ubutnu.
