Hello I would appreciate some help.

- I made a sorcerer character.
- Leveled him up.
- Click level up.
- No spell selection menu shows up.

I thought that the spell selection menu was supposed to appear during level up. If so, is there an issue because it is not appearing or am I just clueless as to where the spell selection takes place?

A sorcerer doesn't learn a new spell until caster level 3. Level 2 gives you one more casting but no new spell. At level 3 you will get another casting and one new level 1 spell. At level 4 you will get 1 more casting (level 1) and a new level 2 spell (3 castings), and so forth.
