Hello!

So I was bossing it up in the underdark with Valygar, and I came across the kuo-toa group you meet by the bridge on the east side. I tried to get the drop on them, but they saw me clear as day. I had a non-detection cloak and used a ring of invisibility, but it didn't matter. Is this a bug? Or do kuo-toans have some kind of predator heat vision?

It's not a bug. Numerous creatures can see through invisibility, even with non-detection. From what I can recall:

Kuo-toa monitors
Dragons
Demons
Liches
Wondering Horrors
Demogorgon
Planetars
Devas
Rune Assassin
The Ravager
Melyssan
Gromnir
Balthazar
Sendai (Her clones?)

Thanks for the info. That's quite a list. Makes sense though, since most of those are bosses.
