My system should be able to handle it. 7700k, 1080ti and ssd.
You understand that the EA is an alpha version of the game, I hope. This is what you get with EA. Try the DX11 version--it *may* be less choppy in animation. But the beta and then final release version is months off.

They weren't choppy or low-FPS at all on my computer.

Then again, I've got something of a beast, so ...
CPU: i7-10700K
GPU: RTX 2070S
Memory: 32GB DDR4-2666

... and the game is installed to a 1TB M.2 (PCIE) SSD, with read/write speeds on the order of 3500MB/second.

It's possible that you're bottlenecked somewhere. Nothing in the game is optimized yet, cutscenes probably least of all, so those're some pretty big files that need to be pulled from whatever HDD or SSD you installed to.

Yes. I understand what an EA is, I'm not expecting a polished product.

No need to be condescending.

I'm just looking for a possible fix. Or at least make it a known issue.

If you want to make it a known issue, report it to Larian.
