I got BG 1 for Win 8 and put in the 'Cheats=1' line under game options, open the panel in game, and typed in "CLUAConsole: CreateItem (BOOK03)" and all I get is this messege : Error file does not exist.

so did GOG change the item codes, or is the basic procedure changed from whats in the gamefaqs site?

You are using vanilla BG1 right? (not tutu or BGT)
If you installed in Program Files(x86) you might have to look in
C:\Users\<your user name>\AppData\Local\VirtualStore\Program Files (x86)\GOG.com\Baldurs Gate
& edit the ini in there.

If that is how you entered the console command, then that is why it is giving you the error. It should be entered exactly like this (note the placing of the quotes, and NO space between CLUAConsole: and the CreateItem command.

CLUAConsole:CreateItem("BOOK03")
