Way back in the day I bought this game new. I also got the collectors edition, which made me a god when it came to fighting beholders. A whole special merchant with awesome gear was added to the game. Perhaps there was other things, i don't remember, but I do know it was grand, even though above and beyond on the power scale.

I'm going to guess this GOG edition has this seeing it's a complete edition and has extra content. I just wanted to make sure. I already know where I can download it for free, or just use an old collectors disc for that matter.

You are referring, of course, to the Shield of Balduran sold by Deidre, one of the extra merchants available with the Collector's Edition. Yes, it is all included in the GOG version.

Deidre is in the GoG game but Joluv is not... To add him, you can download the file (ar0406.bcs) from Kevin here.

That's odd. I've always found Joluv in the Copper Coronet. Is he added by any mainstream mods?
