Hmm.. The exchange rate at this moment is £0.83 (not £0.75 as you claim). The pond has sadly plummeted against the dollar for a while now (The Euro is almost the same rate as the dollar at this moment).

So - Using the actual rate the game should be £24.90 + 20% VAT (£4.98) = £29.88. Do not forget VAT has to be payed by anyone doing business in the UK (and the rest of Europe for that matter).

Thus - They are charging £ 0.12 too much...

But to call that scummy is a bridge too far in my honest opinion.

Another point is, if the asking price of $30 for an old game is reasonable. But that's a whole other discussion.

A direct unaltered port, imo yes this is going for the people with spending issues over gamers. The xbox version is 10$ cheaper. I don't believe anything is different than the xbox version.
It's suggested it's emulated. using a debugger the game is a 64bit program, but the innards all work on 32bit data. So it's likely a type of limited VM that is working like WINE to make it work while leaving as little as possible modified.

Leaves me confused what to look at and work on.
