CREATED ? How ??? They dont have the sources etc. Only Larian can compile new versions of the game.

I guess they could do some transformations on the files they get from GoG, but they cannot create the binaries themselves.
I've submitted a support ticket relating to this issue, but if anyone from GOG reads this topic, could you please upload the patch (i.e., add it to the offline installers list) for upgrading the non-Japanese version from 4.1.1.4251417 (hotfix #15 according to Larian, patch #5 hotfix #4 according to GOG) to 4.1.1.4425968 (hotfix #16 according to Larian, patch #5 hotfix #5 according to GOG). Thank you!
I had all last night and finally downloaded and installed the latest files. It is working quite well, despite bad bandwidth and the 12 hours praying I didn't fall asleep.

fyi the new bugs this hotfix causes is quest items breaking plot, shadowhearts spear being the really big one
Has anyone actually managed to get the patch working via the offline installers without downloading the full game? I've submitted a request to GOG, but the representative who responded didn't seem to grasp what the issue is. Essentially, the issue seems to be that the patch expects version 4.1.1.4251417 (69888) to already be installed, which is known as hotfix #15 according to Larian and patch #5 hotfix #4 with Japanese according to GOG. However, this was never provided via GOG's offline installers, with version 4.1.1.4251417 (69810) being the prior latest. So, if I'm understanding the issue correctly, there are two possible solutions:

1) Provide an alternate patch for upgrading version 4.1.1.4251417 (69810) to 4.1.1.4425968 (70242).
2) Provide an additional intermediate patch for upgrading version 4.1.1.4251417 (69810) to 4.1.1.4251417 (69888), which can then subsequently use the existing patch for upgrading version 4.1.1.4251417 (69888) to 4.1.1.4425968 (70242).

I understand that version 4.1.1.4425968 (70242) is meant to be buggy, but regardless, the patch is still necessary to facilitate future sequential patching without having to download the full game.

This isn't the first time a patch was 'skipped', the last time I think enough people complained to GoG and eventually a patch was released however - the patch ended up being 100Gig in size... at that point you might as well just re-download the game instead.

And it seems to be a pattern, when the 'patch' is too big they seem to 'skip it'. nudging you to re-download the full game instead.
