to defeat the forge guardian I need to get him into lava and then under the hammer but at times and this is happening a lot even if it works sometimes randomly, triggering the valve does not release any lava, is this a bug or do I have to do something else to get that valve to work? This is really frustrating if I didn't pay 60 bucks for this I would have uninstalled the game for shit like this, but I'm hoping for some good awnser.

This is an in-game related bug. GOG can´t help you. You should go to game creator Larian´s forum:

I know frustration is a bitch, but this seems pretty extreme my man. I finished that fight without issue so I'd suggest loading an older save and trying again, or maybe there's something you're doing wrong.

been stuck with it for two hours not getting the lava to get out ruins the fight everytime. I don't know how that bug works but I got lucky and got to finish the fight in a few minutes when the lava worked properly

no you don't need the hammer but yes it helps if you get the timing right
