Well that is a proper tease!

There's a quest where you're supposed to meet a particular NPC. When you meet them, all they say is "follow me to the tap room" and then just stand there. It appeared as though I was closed out of a particular choice due to this bug, but I kept playing and while that quest is still broken, I still had the opportunity to make my quest decision, which is ultimately why I was posting.

Rather than leave a bunch of pretty big spoilers here, I decided just to nuke the whole question.
