Hello.
Every time i quit the game the 'Edge panning' checkbox resets to disabled and i have to go into options and re-enable it. All the other options stay. Clean install, no mods. What might be the issue or is there a config file where i can hardcode this?

What screen mode are you set to? Windowed, fullscreen, or borderless window?

Do you have a multi-monitor setup?
How many versions of the game are you running at the same time?

C:\Users\ -username- \AppData\Local\Larian Studios\Baldur's Gate 3 is the location of graphicSettings.lsx

You can try hardcoding it in, but there is no entry for edge panning, you will need to find out the correct coding to add it in yourself if it actually does anything.
