I can't seem to get rid of the tutorials. I have over 1k hours invested and everytime I start a new game I get the tutorials popping in all the time. I have them off in settings and while I used to get the revert or not dialogue I don't even get that. I am playing on Honor Mode.

Hi! Sorry, I can't help here but I can confirm the issue. I checked and it also occurs in Balanced and Tactician Mode for me. The problems started yesterday after I sent a bug-report and had to re-sign the EULA afterwards.
