Is there a disk somewhere that activates it?

I'm pretty sure that this one's just for show, and that there's no disk for it - I've never found it and I've played through the entire game three times now.

Sure I've also never found a gun firing 14mm ammo, and I know this does exist - but in this case. if there were a way to activate this computer then I'd imagine it would display that text in the dialogue screen, not just as floating text.
